On December 22, 2004 the Workshop titled “Local economic development in practice” was held in the Conference Room of the Gorazde municipality. The workshop was aimed to continuation of activities arisen from the completed Project on establishment of efficient frame for LED in the municipalities of the Canton . On 21/10/2004 ALDI held the press conference in which the ALDI manual ‘How to start the process of participating Local Economic Development’ was promoted. The manual was drafted in scope of the project ‘Strengthening of local governance capacities in he Gorazde Canton through larger participation of citizens in decisions making process’, which is financed by the Delegation of European Commission in BiH.
The manual comprises practical examples of planning, organising, preparation and implementation of activities on creation of instigative and attractive environment for development of private sector. The title itself ‘How to start the process of participating Local Economic Development’ says about its purpose to strengthen capacities of local administration in cooperation with private sector and citizens in process of economic decisions making at the local level.
The manual was made as a response to needs of employees in local administration, who were identified during the half-year process of education and technical services provision in the field of Local Economic Development in municipalities of the Gorazde Canton. The manual is intended not only to those who had passed the education but it is also ready for distribution to local administrations, political parties, NGOs, medias, local communities … and to all those who have interest that citizens strengthen their participation in decisions making processes as well as to the municipalities which expressed interest in the project and activities started by this ALDI project.
During the press conference it was emphasized that this manual is the only manual for LED in BiH, which was created by a local NGO. It was also emphasized that it is necessary to present the contents of manual to newly elected legislative authorities in the municipalities of Canton . The manual will serve to them as well as to the officials in municipal administrations as a tool for planning and implementation of activities on Local Economic Development based on public-private partnership.
Authors of the manual are Demir Imamovic, director of ALDI u.g., Delila Klovo and Vildana Kadric, members of the ALDI Team for LED.

Workshop on subject “Human rights in theory and practice” was held at the Conference Room of ALDI u.g. on Tuesday, September 21, 2004 .
The workshop was organised by Civil Society Promotion Centre and Association of citizens Aldi u.g. Participants of the workshop were officials from the Gorazde municipality that passed the training from Local Economic Development in scope of the project “Strengthening of local administration capacities in Gorazde Canton through larger participation of citizens in decision making process” and NGOs representatives.
Guest lecturer was Mr Esad Baital, who spoke about need for getting informed about human rights and about importance of respecting human rights for local community. Mr Baital invited those present on discussion, so the further flow of workshop was in form of discussion, exchange of experience and practical examples. Human rights were presented as value and consequences of their breach in local communities were explained.
Mr Baital did not hide his satisfaction with cooperation and positive thinking of participants, so at the end he said that he had learned something on this workshop.
Participants of the workshop were given a copy of book “Introduction in human rights” written by Enver Duliman and Gunnar M. Karlsen. It was concluded that every citizen should read this book in order to be aware of their rights and to achieve them easier.
Seminar "Municipal management-local administration as service for citizens"

One-day seminar on subject “ Municipal management-local administration as service for citizens ” was held at the Conference Room of ALDI u.g. on Wednesday, September 15, 2004.
The seminar was organised by Civil Society Promotion Centre and Association of citizens Aldi u.g. Participants of the seminar were officials from the Gorazde municipality and representatives of legislative power of BPK Canton.
Guests lecturers were Mr Zeljko Varunek, Head of department for administration at the Centar-Sarajevo municipality and Mr Ljubisa Markovic, Mayor of Centar – Sarajevo municipality.
Issues discussed in the seminar were communication between local administration and citizens; communication within local administration and creation of conditions for cooperation with citizens. Mr Ljubisa Markovic spoke about experience in establishment and functioning of administration in accordance with standards as well as about modernisation process management. He also introduced those present with the way in which the Centar- Sarajevo municipality became the first one in BiH and an example of good municipal management.
This occasion was used for promotion of the book “Modernisation of local administration and self-rule” written by Ljubisa Markovic, the Mayor of Centar – Sarajevo municipality. By this book the author showed his readiness to share his own experience with others in aim to provide benefit for community we live in.

In scope of the project ‘Strengthening of local governance capacities in the Gorazde Canton through larger participation of citizens in decisions making process', financed by the Delegation of European Commission in BiH on September 9, 2004 at the ALDI Conference Room the mayors of the municipalities of Foca-Ustikolina, Pale-Praca and Gorazde as well as Minister for Economy at the BPK Cantonal Government were awarded the letters of thanks while participants of seminars were awarded certificates.
ALDI u.g. Director Mr Demir Imamovic awarded the letters of thanks to Mr Salko Podrug, Mayor of Foca-Ustikolina municipality and to Mr Mersudin Kozo, Mayor of Gorazde municipality for their support to project activities, which considerably contributed to successful realisation of the programme of education for municipal officials about local economic development and assistance to entrepreneurship as well as for their contribution to establishment of a system for work on local economic development within municipal administrations.
ALDI u.g. Director awarded the certificates to those who participated the education in scope of the Project, emphasizing that this education was specific because the workshops were attended by both representatives of legislative and executive authorities from all levels of the Gorazde canton, who were talking together about need of making decisions that are aimed to improvement of economic life.

Training programme «Local Economic Development» was completed through workshops about local economic development, entrepreneurship, strategy and plans for entrepreneurship development. Since conditions for improvement of local economic development in the municipalities of BPK Gorazde Canton were created and in aim to satisfy needs of private sector and citizens more efficiently the municipal mayors appointed persons in charge of activities on LED and entrepreneurship as follows: Sanela Kurtic from Foca-Ustikolina municipality, Jasmin Ferhatovic from Pale-Praca municipality and Amer Karovic from Gorazde municipality.
In scope of the Project the following activities are to be performed still: printing out and distribution of manual about local economic development ‘How to start the process of participating local economic development in local community'; strengthening of communication between municipal departments, Local Economic Forum and citizens and preparation of plan for continuation of cooperation on improvement of LED within the Canton as during the Project as after the termination of the Project whose duration is from November 2003 to the end of October 2004.
Representatives of Upper Drina Reference Group, CPCD, NGO for education and informing ‘ DRINA ' from Srebrenica and medias representatives attended the awarding of certificates as well.

The third workshop from Local Economic Development was held on June 15, 2004 at the ALDI Conference Room. The workshop was organised in scope of the project ‘Strengthening of local governance in Gorazde Canton through larger participation of citizens in decisions making process’ financed by the Delegation of European Commission in BiH. That was the final workshop from local economic development. The prime objective of final workshop was acquainting with instruments for local economic development, which are used in municipalities of Bosnia and Herzegovina as LED tool, as well as with instruments that are being used in countries, which have a confirmed concept of work on local economic development.

In scope of the project ‘Strengthening of local governance capacities in the Gorazde Canton through larger participation of citizens in decisions making process' a special training from the field of Local Economic Development was held for employees at the Cantonal Ministry for Economy.
Aldi Team for Local Economic Development organised and held one-day workshop about Local Economic Development. Two main subjects of this workshop were ‘Basics of Local Economic Development' and ‘First steps in Local Economic Development'. Officials from the Ministry for Economy at the BPK Canton and officials from all three municipalities of the BPK Canton appointed for work on issues related to entrepreneurship were invited to attend the workshop.
Aldi Team prepared manuals about Local Economic Development for participants. Those manuals should help them in their further work on economy development in Gorazde Canton. Executive Director of Aldi u.g. Mr Demir Imamovic emphasized that manuals would be amended in the next few months in order to comprise as many information on entrepreneurship development in Gorazde Canton. The plan is to distribute those manuals to all officials who work in the municipalities and in the Canton as well as to councillors and assembly representatives. He also explained why is useful to have such manual.
Since staff from the Cantonal Ministry of Economy did not attend regular seminars that were held earlier in 2004 because the Minister was not appointed, this seminar gathered all key institutions and staff that is involved in jobs related to Local Economic Development at the Gorazde Canton.

In cooperation of the Chamber of Commerce of BPK Gorazde, Local Economic Forum was held in Gorazde on Tuesday, June 29, 2004 on subject: “How to attract and keep foreign investments. Introductory speech of the forum presented the key information on conditions, possibilities and techniques of attraction of foreign investments as well as about problems of keeping investors in competitiveness that exists between regions and countries. During the Round table discussions emphasized need of private sector for better connecting of enterprises in BiH and creation of stronger confidence at the local level between entrepreneurs.
One of the key conclusions of the Forum was to work on organisation of meeting among local entrepreneurs who have enterprises in BiH and abroad in order to find new opportunities for investments in Gorazde Canton.

In scope of working programme realisation in 2004 and in accordance with the adopted policy of establishment of cooperation with non-governmental organisations the Municipal Council of the Gorazde municipality and non-governmental organisations – members of Reference Group Upper Drina region organised the Round table on subject: " Improvement of position and functioning of local communities and role of NGOs in that process ".
The Round table was held on June 24, 2004 at the Great Conference Room of the Gorazde municipality at 11:00 hrs.
Besides representatives of the Gorazde municipality and the Municipal Council of the Gorazde municipality the representatives of local communities, public enterprises and non-governmental organisations attended the Round table. Objectives of the Round table were creation of the most efficient models of cooperation among participants in local community functioning; determination of opportunities for creation and realization of activities on improvement of work of local communities through work of different teams; development and instigation of mutual respect and forms of solidarity; development and motivation of activity of citizens and development of new forms of NGOs engagement in local community.
RGP Reference Group expressed its proposal of improvement of position and functioning of local communities in the Gorazde municipality as follows: 1) to establish a board for affirmation of larger participation of citizens in public life within the municipality or the municipal council; the board is to comprise representatives of 20 local communities of the Gorazde municipality, representatives of non-governmental organisations and citizens- volunteers; and 2) to establish teams within local communities, for analysis and development in local communities and those teams are to be comprised of local communities representatives, councillors from local communities and non-governmental organisations representatives. It was concluded at the Round table that local communities representatives are to submit within next 15 days their proposals and ideas about the ways of functioning of the Board and teams, as well as to agree about two local communities in which such pilot project is to be implemented for the beginning.
In this Round table the Reference Group as a network of NGOs from nine municipalities of the region expressed its wish to motivate and involve citizens offering them a possibility to become active participants in decisions making process instead of passive observers. Those decisions are related to problems and needs of their local community. In that way citizens might improve and change things undertaking the responsibility for solving of important local problems.

23/06/2004. In organisation of the municipality and Agency for Local Development Initiatives ALDI u.g., the Round Table on topic: ‘Role of a municipality in local economic development' was held in Conference Room of the Gorazde municipality on June 23, 2004 at 10:00 hrs.
Objective of the Round Table was that Municipality, using adopted knowledge related to need of partnership strengthening in local economic development, begin with process for strengthening of partnership in order that citizens got more involved in decisions making process .
In his introductory speech Mayor of the Gorazde municipality, Mr Mersudin KOZO, was talking about activities on local economic development undertaken by the municipality. He emphasized that municipality wants, in cooperation with representatives of private sector and civil society, to contribute to private sector development. Mayor KOZO stated that Gorazde municipality planned to form a department for entrepreneurship development, and that Municipal Council had made a decision on reduction of rent for construction land, which is also one of instigations to private entrepreneurship.
President of the Team for Gorazde municipality development plan making, Mrs Nadida BRIGA, was talking about previous work on drafting the strategic development plan for Gorazde municipality, and she stressed that an analysis of situation in community had been done, as well as SWOT analysis, and the next step should be creation of criteria for appraisal of projects. Also, Mrs BRIGA mentioned some of the future activities that Team planned: organisation of a number of public discussions; organisation of a meeting with diaspora aimed to instigation of private entrepreneurship; organisation of meetings with professionals, etc. at the end Mrs BRIGA emphasized that Gorazde would soon have a development strategy, and that Municipal Council would decide which projects from that document would be priorities. She added that International Community would not finance any project for municipalities that do not have a development strategy.
Executive Director of ALDI u.g. Gorazde, Mr Demir IMAMOVIC was talking about importance and role of partnership in local economic development of municipality, accenting creation of instruments for economic development. He underlined necessity of partnership building between public and private sector. At the end of his speech, Mr Demir IMAMOVIC addressed those present with the following sentence: ‘ It is not good that you make decisions on economic position improvement by yourself; it is necessary to consult citizens about that!'
Moderator of the Round Table was Mr Slavko KLISURA from Cinvos/CPCD. Representatives of both legislative and executive power from the Bosansko – podrinjski Canton, from municipalities of Gorazde, Pale-Praca and Foca-Ustikolina as well as representatives of political parties, non-governmental and private sector participated the Round Table . more

The first workshop related to Local Economic Development was held on March 25, 2004 at the ALDI Conference Room. The workshop was held in scope of the project ‘Strengthening of local governance in Gorazde Canton through larger participation of citizens in decisions making process’ financed by the Delegation of European Commission in BiH. The first workshop was held for employees from local administrations in municipalities of the BPK canton Gorazde. During the workshop those present were introduced with need for starting activities on local economic development. They also were presented the Development Strategy of BiH (PRSP) and role of municipalities in economic development. Also, there were talks about first steps in local economic development, public-private partnership and ways in which local economic development process is being made of action (strategies, teams, instruments).

Initial meeting for creation of Local Economic Forum was held on February 5, 2004 in the ALDI Conference Room. The meeting was organised by Chamber of Economy of BPK Canton Gorazde and ALDI u.g. with aim to instigate efforts of individuals who want to involve themselves more actively into making of policies which would lead to more considerable development of local community. Economic Forum should compensate a lack of communication between authorities representatives and citizens and it is aimed to establishment of formal communication form between executive authorities representatives with business community.
EIDHR - European Initiative for Democracy and Human Rights
The main objective of the EIDHR project is provision of conditions for establishment and transparent functioning of governmental department at local level, which will work on issues related to local economic development and entrepreneurship. During the project duration there will be a transparent and efficient system established in the canton as well as in the three municipalities of the canton. That system will enable citizens to influence the process of making decisions which are aimed to improvement of economic life.
Location: Bosansko – podrinjski Canton ( Municipalities of Goražde,Foca-Ustikolina and Pale-Praca) in the Federation of BIH in Bosnia and Herzegovina.
This project would be a comprehensive support to intentions of local authorities to strengthen transparency and efficiency of governmental departments that work on economic issues in the Canton. In accordance with the Action Plan for Entrepreneurship Development there will be a department established within each municipality. That department is to work on issues related to local economic development and entrepreneurship development.
Trainings regarding issues of local economic development, technical support with organisation of departments and professional assistance in coordination of activities with local economic forum and business community in the Canton will be delivered for governmental officials through this project.
Key objective of this project is support to efforts of local authorities in BPK Canton Gorazde to establish administrative efficiency and transparency in decisions making process related to improvement of economic standards within the Gorazde Canton.
In order to accomplish the project objective it is necessary to realise many activities on technical support provision and education of direct beneficiaries, administration of work of the economic forum and creation of conditions for efficient coordination between economic forum and indirect project beneficiaries.
In scope of preparations for this project realisation the main project activities necessary for realisation of the key project objectives were identified as follows:

Strengthening of capacities of local governmental institutions

Strengthening of capacities for communication between citizens and economic forum
Through realisation of this project all project beneficiaries will be trained to provide services regarding local economic development to citizens and business sector and they also will have possibility to use ALDI resources during their everyday work with citizens.
Also, the project will contribute to improvement of democratic situation in the Canton through more transparent and more efficient work of local governance in the field of services provision to citizens for business activities in the Canton.
This project is start of a systematic approach of municipal administrations to issues regarding local economic development and support to entrepreneurship. There are many opportunities that might be added to results of this project which ALDI plans to implement in the municipalities of BPK Canton Gorazde. After the realisation of project have been completed officials from municipalities will be able to efficiently use ALDI BRC services because they will gain basic knowledge on using services and tools that may improve living standard of local community. Also they will be able to independently plan and realise activities on improvement of local economic development process. New methods that will have considerable impact on all future organisation's activities on strengthening of local economic development in BiH, which is one of key priorities of the organisation, will be established through this project.
